Hawks Probe Widens as KZN Treasury Responds to Newcastle Allegations

Investigations into the Newcastle Municipality by the Directorate for Priority Crime Investigation (DCPI), better known as the Hawks, have entered their sixth day, with the scope of the probe now widening beyond the municipality itself.

The KwaZulu-Natal Provincial Treasury has been pulled into the unfolding developments after allegations surfaced implicating both the department and MEC for Finance, Francois Rodgers.

The claims, circulated in a recent social media post, allege that the provincial Treasury and Rodgers were involved in, or turned a blind eye to, corruption, financial mismanagement, and the alleged use of municipal structures by political figures to advance private business interests.

The same post further suggests that the Treasury failed to enforce the Provincial Financial Recovery Plan and did not exercise adequate oversight over the Newcastle-based municipality.

Rodgers, however, has rejected the allegations, describing them as baseless and politically charged.

In a strongly worded response, he stated, “They amount to political vitriol intended to undermine the integrity of the MEC and the institution, rather than contributing constructively to addressing the governance and service delivery challenges facing Newcastle Local Municipality.”

At the same time, the KwaZulu-Natal Treasury has sought to counter the narrative by outlining its ongoing involvement with the municipality.

According to the department, Rodgers has repeatedly engaged municipal leadership on issues such as financial governance, compliance with the Municipal Finance Management Act (MFMA), budget funding, expenditure controls, and fiscal sustainability.

“These engagements are well documented and constitute a lawful and responsible exercise of the MEC’s constitutional and statutory oversight responsibilities. At all times, the MEC has acted strictly within the prescripts of the Constitution, the MFMA and relevant Treasury Regulations,” the department said, adding that its interventions have focused on restoring financial discipline, strengthening compliance, and safeguarding public funds.

Beyond these engagements, Treasury confirmed that it has deployed Supply Chain Management specialists to the municipality to provide technical support.

It also pointed to ongoing correspondence with stakeholders, including the local ratepayers’ association, while correcting what it described as a key misrepresentation in the circulating claims. 

“The Department has also formally engaged with, and responded to, correspondence from the local ratepayers’ association, reflecting ongoing and structured engagement with key stakeholders on issues of financial governance and accountability. It is also necessary to correct a material misrepresentation contained in the circulating post. The Provincial Financial Recovery Plan is a statutory programme currently applicable to provincial government departments, and not municipalities. Any suggestion to the contrary is inaccurate and misleading,” said the KZN Treasury.

Building on this, the department also pushed back against claims of failed oversight, cautioning against conflating its role with that of the Provincial Department of Cooperative Governance and Traditional Affairs (CoGTA).

“Treasury’s role is limited to financial oversight and fiscal sustainability, while COGTA is responsible for broader governance and institutional support. Mischaracterisation of these roles serves only to confuse the public. Claims of inaction or impropriety are disingenuous in light of the clear record of sustained oversight, written correspondence and structured engagement with the municipality and relevant stakeholders. KwaZulu-Natal Provincial Treasury reiterates that allegations do not substitute for evidence,” it stressed.

While Treasury has sought to draw a clear line under the allegations, the Hawks’ investigation continues to unfold on the ground.

National spokesperson Brigadier Nomthandazo Mbambo confirmed that the probe remains active, although details are still limited.

“Further investigations into the matter are still underway, but at this point, it is too early to provide feedback. However, the matter is receiving the attention it needs, and all leads are being followed up on,” she said.

It should be pointed out that, as reported by Newcastillian News, the investigation first came into public view on 25 March 2026, when Hawks officials arrived at the municipal offices on Tuesday, 24 March 2026, shortly after 9 am.

The investigation has not been confined to municipal offices. On 26 March 2026, Hawks officials carried out a search at the home of a local businessman whose road construction company is believed to have secured multiple municipal contracts. Allegations suggest these contracts may have been awarded through irregular processes involving senior municipal figures.

As the investigation gathers momentum, political responses have begun to take shape.

The local African National Congress (ANC) has welcomed the Hawks’ intervention, framing it as a necessary step towards accountability.

“We view this development as a crucial step towards accountability and transparency. The ANC has consistently called for clean governance and will continue to support efforts to root out corruption. We commend the Hawks for their work and urge all stakeholders to cooperate with investigations. The people of Newcastle deserve a government that serves their interests, not those of corrupt individuals,” the party said.

The Economic Freedom Fighters (EFF), meanwhile, has used the moment to highlight what it describes as longstanding governance failures within the municipality. The party argued that residents have endured a system that benefits connected individuals while basic services remain inconsistent.

“The EFF is also deeply concerned about the allegations that senior municipal political office bearers are deeply involved in the administrative system of the municipality, to an extent that they would want to determine who gets appointed for which job, despite them not even qualifying for the tender,” the party stated.

It went further, linking the current investigation to broader oversight concerns raised during engagements with Parliament’s Portfolio Committee on Cooperative Governance and Traditional Affairs (COGTA), the Standing Committee on Public Accounts (SCOPA), and the Standing Committee on the Auditor-General (SCOAG).

According to the EFF, these processes have sharpened focus on governance, financial management, and service delivery failures in KwaZulu-Natal municipalities, with Newcastle increasingly under scrutiny.

“The EFF has continuously held a view that there are lots of inconsistencies when it comes to the Newcastle Local Municipality, especially when comparing the money spent on service delivery and the actual work on the ground, it is equally alarming that there are allegations that there are contractors who put invoices for work not done and are paid simply because they know political figures who are running the Municipality,” the party concluded.

The party has also called on the Hawks to act decisively and to make their findings public, arguing that transparency will be critical in restoring trust.

As the Hawks’ investigation continues, attention will remain fixed on what emerges from the process itself. With searches already conducted and multiple lines of inquiry underway, the next phase is likely to centre on consolidating evidence and determining whether any criminal conduct can be established.

For now, investigators have indicated that the matter is still at an early stage, with no firm conclusions yet placed on record.
