The Directorate for Priority Crime Investigation, better known as the Hawks, has launched a formal operation at the Newcastle Municipality and confirmed that investigations are now actively underway.
The Hawks arrived at the municipal offices on Tuesday, 24 March 2026, shortly after 9am – when the municipality’s top leadership attended a strategic planning session at Grey Goose Game Lodge.

Brigadier Thandi Mbambo of the Directorate for Priority Crime Investigation confirmed the operation when speaking to Newcastillian News, yet offered little further detail at this stage.
“Investigations at the Newcastle Municipality are underway, but due to the sensitivity of the matter, we cannot divulge further information at this point in time,” she said.
Although the Hawks have remained tight-lipped about the exact focus of the probe, well-placed sources inside the municipality point to grave allegations at its heart.
They claim the investigation centres on accusations that certain politicians and officials have been using municipal structures for personal enrichment, allegedly channelling public resources to benefit their own companies.
According to those insiders, the raid itself was swift and tightly controlled. Upon arrival, sources explained that Hawks officers sealed off several key offices, restricting movement and barring entry or exit while they worked.
Sources further allege that investigators seized the Municipal Manager’s official laptop, two mobile phones and an iPad, together with the laptops of the Chief Financial Officer and the Director of Technical Services.
Documentation was reportedly taken, and data was extracted from the municipality’s internal servers, underscoring the operation’s reach.
Seeking official insight into the matter, Newcastillian News submitted enquiries to the Newcastle Municipality on both Tuesday, 24 March 2026, and Wednesday, 25 March 2026.
Although the Communications Unit initially said it was seeking clarity on the Hawks’ presence, no formal statement had been released by Wednesday afternoon.
Yet events on the ground did not pause. A municipal source revealed that the Hawks returned on Wednesday morning to continue their work.
“When we arrived at the offices on Wednesday morning, the doors were locked, and staff first had to wait outside, as the Hawk officials were busy in the building. While a few staff members know the Hawks have confiscated laptops and cellphones from management yesterday, this whole situation is making everyone feel tense and uncertain,” the staff member explained.
Furthermore, councillors, who were still gathered at the strategic planning session, appeared equally in the dark.
One councillor, speaking on condition of anonymity, told Newcastillian News:
“We are at the strategic planning session for the week, and while we have been receiving information, it is still unclear exactly what is actually going on and what is being investigated.”
Concurring this, Newcastle Municipality’s Chief Whip and ActionSA Councillor Zwe Nxumalo said;
“We have been at the strategic planning session since yesterday (Tuesday, 24 March 2026), and while we are aware of the investigations, we have received no clarity on what these investigations are focusing on. However, we have been assured we will receive clarity once the investigations reach a far enough level.”
Looking ahead, Cllr Nxumalo explained that while law enforcement was encouraged to carry out their professional duties, clarity on the investigations would ensure that Councillors and officials could work with law enforcement were necessary.
As this investigation gathers momentum, the Newcastle Municipality now stands at the centre of scrutiny that could have far-reaching consequences for its leadership and operations. The combination of sealed offices, seized devices, extracted data and persistent official silence has created an atmosphere of tension and uncertainty that is now palpable across the institution.
Reflecting on the developments, the Democratic Alliance (DA) Amajuba District Constituency Head, Dr Imran Keeka, explained that the DA noted with serious concern the latest reports that the Hawks have confiscated electronic devices belonging to senior officials, along with a substantial volume of documents, from offices at Newcastle Municipality.
“According to reports, the operation took place yesterday morning, 24 March 2026, while the Municipality’s executive leadership was attending a strategic planning session at a venue in town. It is further alleged that the raids relate to claims that certain politicians and officials have been looting municipal resources through private companies. The offices reportedly targeted include those of the Municipal Manager, Chief Financial Officer and Director of Technical Services,” elaborated Dr Keeka.
He further added that these developments are said to be linked to matters raised during the recent oversight visit and interrogation by Parliament’s Portfolio Committee.
As reported by Newcastillian News, the Portfolio Committee on Cooperative Governance and Traditional Affairs and the Standing Committee on Public Accounts subjected the Newcastle Municipality to intense scrutiny during parliamentary oversight, exposing serious concerns over the management and oversight of public funds.

While it is unclear if the Parliamentary oversight is responsible for the investigation, confirming what local councillors have noted, Dr Keeka stressed;
“At this stage, the operation appears to remain enveloped in secrecy, with limited official communication. However, should it be confirmed that these matters are under investigation, this must be welcomed as a necessary step towards accountability. Residents and Council alike deserve full transparency, accountability, and the swift resolution of these and any related concerns.”
As the Hawks’ investigation continues behind closed doors, the Newcastle Municipality finds itself under mounting pressure.
With senior officials’ devices seized, data extracted, and key offices still under scrutiny, the lack of any meaningful communication from the entity has all only heightened concerns among staff, councillors and residents alike.

For now, the coming days and weeks will prove critical. Should the allegations of personal enrichment and the misuse of public resources be substantiated, the repercussions could reshape the municipality’s leadership and restore a measure of public trust.
