Newcastle Utility Racket: Three Municipal Officials Identified in Forensic Probe

Three municipal staff members have been identified as participants in a significant illegal utility operation, recently uncovered by a forensic audit. The investigation found that a Newcastle, KwaZulu-Natal, property owner had multiple unauthorised electricity and water connections, with sewage being illegally discharged into Amcor Dam.

The issue surfaced during a parliamentary committee oversight visit in KwaZulu-Natal, conducted by the Portfolio Committee on Cooperative Governance and Traditional Affairs alongside the Standing Committee on Public Accounts.

During the session, Newcastle Municipality’s Municipal Manager, Zamani Mcinecka, faced pointed questions on the forensic report’s findings.

The Municipal Manager was asked, “I need you to explain to me, how many officials have been suspended, how many officials have been investigated, and the like?”

The inquiry stems from several compliance breaches detailed in the forensic report. Among the concerns were sewage lines directed into stormwater manholes—one of which emptied into Amcor Dam—and multiple structures that appeared not to comply with approved building plans or municipal standards. The report also noted that smart metres in some locations had been replaced with outdated models.

Responding to the questioning, Mcinecka confirmed that three municipal employees had been identified, while an internal investigator would be appointed to identify potential accomplices in other departments.

He emphasised that this step was crucial, noting that all three implicated employees belong to a single department.

Mcinecka further stated, “We are going to Court with the matter, to seek a court order for us to access the properties of that particular business person, because even the quality and standards of those structures are in direct contravention with the building standards and regulations.”

The Municipal Manager added that an independent auditing firm would quantify the losses incurred by the Newcastle Local Municipality as a result of the illegal connections. He also confirmed that investigations are ongoing, extending beyond this single business to include other properties and homeowners.

The case now moves beyond identifying individual wrongdoers; it has become a test of Newcastle Municipality’s ability to enforce its own standards and confront internal corruption.

With multiple departments potentially implicated, the investigation could expose systemic failings that have allowed illegal utility practices to persist unchecked, signalling a critical need for stronger internal controls and transparent accountability.

  1. All talk and no action. The implicated employees will be promoted.It will decisive action by the dysfunctional municipality to gain the publics trust again.Until our town is restored to it’s former glory we citizens will continue to castigate the municipality.

    Why an INTERNAL investigator? How about appointing an external, independent investigator? And let the property owner (if found guilty) pay ALL costs, including the investigator’s and / or legal fees!

  3. Honest ,paying residents and property owners bear the brunt of the losses suffered as a result of dishonest property owners, corrupt officials and municipal mismanagement of funds..how much more can one endure this ?

  4. Here at our complex I discovered illegal electrical connections as well, the guy is a multi millionaire, nothing is being done to him till date
