Illegal Utility Racket in Newcastle West Exposed After 2-Year Probe

While Newcastle East has for years carried much of the blame for the Newcastle Local Municipality’s mounting debt, a two-year investigation into residents suspected of illegally accessing electricity and water in Newcastle West has shifted the focus.

According to Newcastle Municipality councillor Bertie Meiring, the findings of the probe are not only significant, but deeply troubling.

Providing further detail, Councillor Meiring — who serves as the Chairperson for the Department of Planning and Human Settlements and as the Democratic Alliance (DA) caucus leader stated that the Newcastle DA formally tabled a motion calling for a comprehensive forensic investigation into suspected illegal electricity and water connections. That investigation, he confirmed, has now yielded substantive results.

“This request was motivated by ongoing concerns regarding the growing impact of unlawful connections on municipal infrastructure, financial sustainability, and the overall quality of service delivery to law-abiding residents. It is also important to note that illegal connections place an unfair burden on the municipality, and on community members who comply with regulations and pay for services as required,” said Cllr Meiring.

Against this backdrop, Meiring indicated that preliminary assessments suggest the illegal activities may have resulted in substantial financial losses to the municipality, potentially running into millions of rands.

However, given the scale and complexity of the matter, he explained that the municipality, together with the independent forensic team appointed to conduct the investigation, is still undertaking a detailed assessment to quantify the full extent of the losses incurred.

While the financial impact alone is expected to be severe, Councillor Meiring said the investigation also exposed a series of serious and concerning findings, all of which are allegedly linked to a single individual operating within Newcastle.

At one of the individual’s properties, investigators discovered that a sewage line had been illegally connected directly to a stormwater manhole.

At another property owned by the same individual, a similar illegal connection was identified, with untreated sewage allegedly flowing directly into the Amcor Dam. “This constitutes a severe environmental hazard and poses a direct risk to public health, local ecosystems, and water quality in the area,” stressed Councillor Meiring.

In addition to these findings, a further investigation is currently under way into several of the same individual’s buildings, which appear not to have been constructed in accordance with approved building plans or established municipal standards.

According to Meiring, these alleged irregularities raise serious concerns regarding compliance with municipal bylaws, safety regulations, and appropriate land-use management.

Expanding on these concerns, Councillor Meiring said serious questions must now be asked about how such violations were allowed to occur.

“What is worrying is how this was all possible. It is quite clear that the Municipality will need to investigate which officials signed off on the requests and authorisations for these properties and who aided and abetted these violations. At one property, the Municipal water meter was even replaced with another meter. The DA strongly condemns such actions, as they undermine the integrity of municipal systems, compromise environmental safety, and negatively affect the municipality’s ability to deliver reliable and sustainable services to the broader community.”

Furthermore, Meiring noted that the investigation, initiated by the DA, reflects the party’s stated commitment to accountability, transparency, and the responsible management of public resources.

“We will continue to work closely with the relevant municipal departments to ensure that all unlawful activities are thoroughly investigated and that appropriate action is taken against those found to violate municipal bylaws and regulations. The DA believes that immediate punitive and legal steps must be taken to charge those implicated in this massive racket,” emphasised Meiring.

Taken together, the investigation marks a turning point in how the Municipality is responding to long-standing concerns around unlawful connections, regulatory breaches, and institutional oversight.

As the municipality now moves from identifying irregularities to formally quantifying losses and initiating legal processes, the emphasis is gradually shifting from discovery to enforcement, with the next phase expected to test the resolve and effectiveness of local governance structures.

  1. Nonsense…. one crooks exploits doesn’t solve the debt coming from the so called add-ons to newcastle……

  2. This individual was caught out several times over the past 5 years but nothing was done about that Fraud and corruption, why ? Everyone involved must be brought to book. The criminal case should not be investigated by Newcastle Detectives or The local based Provincial Commercial Crime unit. The investigators must be appointed from more that 300km away from Newcastle and work independently of local law enforcement.

  3. Is it worth it to take this case up as one resident said it was take up 5 years previously. Nothing came from it. Now they want to take on the thief again. Is it because voting is close by.

    If they want to do something the person’s name must be published or are they scared 😱 of this person. He/she must be jailed and not only pay a fine and residents do not hear or see anything about this further.

  5. I agree that this person should be jailed. Please tell us who did these independent investigations. TWO YEARS to find out that there are illegal connections to storm water as well as water and likely other infringements of the municipal bylaws! Now a proper investigation can be performed to determine what is actually happening! Wow! Did this independent investigation go out on tender by the DA? In the meantime the ratepayers of Newcastle have to bear the costs of this individual not working to the rules and bylaws of the municipality!
