As public pressure intensifies, a major development could signal the start of long-awaited reform. Eskom has confirmed that the installation of smart meters across KwaZulu-Natal will officially begin on Monday, 6 October 2025, as part of a nationwide programme to modernise South Africa’s energy grid.

According to Eskom, the initiative forms part of its broader strategy to improve efficiency, enhance customer service, and address long-standing billing inconsistencies. Over the next three years, the utility plans to install 7.2 million smart meters nationwide, a move it says will transform how South Africans consume and pay for electricity.

For consumers, the shift promises tangible benefits — including real-time monitoring of electricity usage, more accurate billing, and fewer disputes with service providers.

For Eskom, the system will allow faster data collection, quicker response times, and greater oversight of national energy consumption.

Minister of Electricity and Energy Dr Kgosientsho Ramokgopa said the new technology would empower authorities to tackle non-payment more effectively.

“The smart meters will enable officials to isolate customers that are able to pay for electricity but are not doing so, and not make the rest of the customers who are connected to the same transformer collateral damage. It gives us technical agility to isolate those who choose not to pay for electricity,” he explained.

Ahead of the rollout, Eskom has urged residents to ensure its teams can safely access meter boxes from Monday, 6 October 2025, to ensure smooth installation.

Locally, the development has been met with cautious optimism. Councillor Shandy Singh of the Newcastle Local Municipality said the project could play a transformative role in resolving billing discrepancies.

“Many residents’ readings are based on averages, which can lead to mistakes and higher costs. The smart meter system will offer far more accurate readings, which could see people’s utility bills drop,” Singh said.

However, Singh also noted that the benefits might not be felt equally across all parts of Newcastle.

“Newcastle East obtains its electricity directly from Eskom, so while they will still benefit, the municipality remains under pressure. Currently, only six wards are carrying Newcastle. We’ve tried debt collectors and incentives, yet we still struggle to get Newcastle East to pay for service delivery,” he said.

Adding to this, Dr Koos Vorster pointed out that Newcastle East’s debt stood at just over R2 billion, which will not return to the municipality regardless of the new system.

He further noted that while smart meters promise accuracy and transparency, their successful rollout will depend on local execution — something few municipalities have managed to achieve. Nevertheless, he said residents of Newcastle West would likely gain more control over their electricity consumption once the meters are installed.

As residents await clarity from both Eskom and the municipality, tensions continue to simmer. The planned march — though no starting point or time has been announced — underscores the community’s frustration and demand for change. Yet the lack of a defined timeline for when Newcastle will receive its smart meters has left many sceptical and uncertain.

  1. Newcastle Municipality’s Billing System has been a cock-up for almost as long as I can remember. Come 1st July every year , which is the start of the new financial year, bills rocket sky-high. Municipal officials just shrugs their shoulder and adopt the attitude “Pay now , or, get you service disconnected. You can come back and fight later”
    If people would just spend some time analysing their municipal bills, it would be easy to spot the errors.
    Example : Why would the number of electricity units used double or even treble in the July account if you know what your average monthly consumption was for the previous 2 years?
