Investing in Tourism: Newcastle’s Strategic Pathway to Becoming a Premier Destination

Nestled in the heart of KwaZulu-Natal, the Newcastle Local Municipality is positioning itself as a leading destination for local and international visitors. These projects form part of a substantial allocation in the Municipality’s 2025/2026 Integrated Development Plan (IDP), designed to boost connectivity and enhance the visitor experience.

Moreover, at the district level, the KwaZulu-Natal Department of Economic Development, Tourism, and Environmental Affairs (EDTEA) invested funds in 2024 to improve tourism infrastructure in the Amajuba District, including signage, parking facilities, and visitor centres. In addition, Trade & Investment KwaZulu-Natal (TIKZN) facilitated private-sector investments in the province, targeting digital connectivity and accommodation capacity for an international clientele.

In a key policy statement, during the 2025/2026 EDTEA budget speech, MEC Francois Rodgers emphasised tourism as a cornerstone of economic development, allocating funding for infrastructure across KwaZulu-Natal, with Newcastle designated as a priority hub for tourism growth.

Running through Newcastle, the Battlefields Route combines a rich mix of history, culture, and nature. It is celebrated for its many sites tied to the Anglo-Zulu and Anglo-Boer Wars, while also offering access to Zulu heritage landmarks, ancient Bushman rock art, wildlife areas, and scenic parks.

Central to Newcastle’s heritage, the Fort Amiel Museum, established in the 1970s within a restored 1876 British military base, offers insight into the region’s history.

Furthermore, the EDTEA 2025/2026 IDP includes plans to digitise its collections, introduce virtual tours, and enhance facilities, supported by a sizeable investment in marketing and improvements in 2024.

Concurrently, EDTEA also allocated budgets to advance heritage sites like Fort Amiel through digital storytelling initiatives. Additionally, TIKZN’s 2024 Amajuba District Municipal Roadshow secured private tour operator partnerships for battlefield tours, enhancing the visitor experience. 

Just 26 km from Newcastle, the Chelmsford Nature Reserve, managed by Ezemvelo KZN Wildlife, received R5 million in 2024 through EDTEA’s Community-Based Tourism Projects. This investment improved eco-friendly picnic sites and hiking trails, creating a destination for nature enthusiasts.

Meanwhile, TIKZN promotes the reserve globally through its Eco-Tourism Campaign, while EDTEA allocated monies in 2025/2026 for eco-tourism infrastructure, including solar-powered facilities at Chelmsford.

To bolster its tourism profile, Newcastle’s position within the Northern KwaZulu-Natal Battlefields Route will be enhanced through TIKZN’s augmented reality tours planned for 2025, designed to deliver immersive historical experiences.

At the same time, the Amajuba District Municipality’s 2025/2026 Integrated Development Plan (IDP) has earmarked a substantial budget for tourism, enabling the District to advance the sector through various initiatives, supported by dedicated funding allocation.

Special events and district tourism functions have been allocated a sizeable budget, alongside dedicated funding for tourism marketing in the 2025/2026 financial year. Additional resources have also been earmarked to prioritise and raise awareness of tourism within local communities and Council. Furthermore, the District Municipality has set aside funding for the formalisation of a Community Tourism Organisation (CTO), as well as for upgrading and improving existing tourism products and resources.

When looking at sustainability, the district municipality’s tourism strategy emphasises environmental conservation, with a budget allocation in the Amajuba District Municipality’s 2025/2026 IDP for community-driven initiatives, including tree planting and water management, safeguarding Newcastle’s natural assets for future generations.

Beyond infrastructure, the Amajuba Arts and Culture Festival incorporates flagship events such as the Newcastle Winter Festival and the Battlefields Marathon, all of which attract significant visitor numbers.

In alignment with this, the District Municipality’s 2025/2026 Integrated Development Plan (IDP) includes plans to relocate and refurbish the tourism information centres in Newcastle and Utrecht, while also establishing satellite stations at strategic points. 

The District further aims to strengthen Newcastle’s tourism offering by enhancing the implementation of the Tourism Grading Council’s star-grading system, promoting service excellence, and commissioning research to better understand Amajuba’s tourism market segments and the economic impact of its tourism products, including events.  

While the EDTEA’s Tourism Events Funding Programme assists local municipalities in boosting tourism, underpinning these efforts are partnerships between public and private sectors, which are now being focused on to drive Newcastle’s tourism vision.

Specifically, the District Municipality’s 2025/2026 IDP noted the government entity was looking at establishing a Tourism Stakeholder Forum to foster collaboration, while EDTEA supported the training of 17 local tour guides in 2023, for a truly informative and professional experience.
