This follows a meeting held on Tuesday, 29 July 2025, between local business representatives and the Newcastle Municipality.

The engagement was prompted by a series of inspections that uncovered widespread violations, including undocumented foreign nationals in the workforce, non-compliance with labour laws, and unsafe operating conditions in factories and informal businesses.

According to the Municipality’s Communications Unit, the meeting aimed to promote dialogue and forge a working partnership between the municipality, government departments, and local businesses. However, the tone quickly shifted from cooperation to enforcement, with officials stressing the urgency of restoring compliance within the Riverside Industrial precinct.

Discussions covered a wide range of issues: immigration and labour regulations, the presence of undocumented workers, enforcement of municipal bylaws, factory safety protocols, and the legal responsibilities of business owners.

The meeting also explored long-term strategies for maintaining a lawful and sustainable industrial environment.

Newcastle Mayor Councillor Xolani Dube emphasised the gravity of the situation, stating:
“Ensuring that businesses operate within the legal framework is crucial in shaping a secure and compliant industrial zone that benefits both the local economy and the community.”

He added, “The safety of our citizens, property and infrastructure remain our top priority. We’ve been talking enough now — it’s time for action.”

Soon after this declaration, municipal officials launched a full-scale inspection operation across Riverside Industrial.

As a result, several factories and spaza shops were found in violation of municipal and national laws, with some staff fleeing the premises during raids.

Enforcement teams also dismantled illegally erected structures and took further action against non-compliant business owners.

Beyond legal and safety violations, environmental compliance has also come under the spotlight in Riverside Industrial Newcastle. As reported by Newcastillian News earlier in July 2025, the Municipality initiated 38 environmental audits targeting factories in the area. These audits form part of a broader effort to reduce industrial pollution and curb the improper discharge of effluent into Newcastle’s sewerage system and local water bodies such as the Ncandu River.

Municipal authorities stressed that untreated or poorly treated industrial waste poses a serious threat to public health and environmental sustainability. The persistent contamination of local water sources has raised concerns among environmental bodies and residents alike. In response, the Municipality is preparing to roll out tougher enforcement, including fines and the potential shutdown of repeat offenders.

Moving forward, sustained collaboration between local authorities, government departments, and the private sector will be key. If implemented consistently, these measures could lead to lasting benefits for Newcastle’s economy, environment, and residents.
