38 Audits Launched to Stop Industrial Effluent Harming Newcastle’s Water

Newcastle’s water quality is compromised by industrial effluent, damaging ecosystems and straining municipal sewer systems. Consequently, the Newcastle Municipality has stated that it is now addressing this pressing issue through an urgent industrial audit.

As reported by Newcastillian News, Department of Water and Sanitation (DWS) audits conducted prior to July 2025 revealed significant water quality violations in Newcastle, particularly in the Riverside Industrial area.

Specifically, the audits found that “many factories in the Riverside Industrial area are not complying with municipal bylaws, discharging untreated industrial effluent into the municipal sewer system, which has led to significant water quality issues.” 

These discharges, containing pollutants like chemicals and heavy metals, have contaminated waterways and overburdened wastewater treatment facilities. Moreover, the findings highlight widespread non-compliance among clothing and textile factories, underscoring the urgent need for stricter enforcement of municipal regulations to protect the environment and public health.

In response, the Newcastle Municipality has launched an initiative targeting 38 Riverside factories for audits from 21 July 2025 to 24 July 2025, led by the Compliance and Enforcement team alongside the Bylaw Enforcement and Human Settlements departments.

This, according to the municipality, seeks to ensure compliance, mandate permits, and promote sustainable practices, thereby reflecting a strong commitment to addressing environmental concerns and improving regulatory oversight.

Furthermore, the Newcastle Municipality’s Communications Unit stated the following. “This proactive initiative seeks to ascertain the number of clothing and textile factories discharging industrial effluent through municipal sewer lines and to encourage industries to adhere to municipal bylaws and obtain the requisite permits for discharging industrial effluent.”

Through planned site visits and audits, officials will evaluate compliance levels, offering education and guidance to industries on the importance of securing permits and upholding regulatory standards.

“The protection of our environment and infrastructure is of paramount importance as we strive to build a better future for our communities. The discharge of industrial effluent without proper permits and treatment can have devastating consequences for our waterways and ecosystems. Therefore, it is our responsibility as a municipality to ensure that industries operate in a manner that is safe, sustainable, and compliant with our bylaws,” stated Newcastle Mayor, Cllr Dube.

“The Newcastle Municipality remains committed to enforcing its bylaws and regulations, and will continue to work with industries to ensure that they operate in a manner that is safe, sustainable, and compliant with all regulations. Through this initiative, we aim to promote a culture of compliance and sustainability among industries in the Riverside Industrial area,” stated the Communications Unit.

The Newcastle Municipality now faces the task of ensuring these audits are conducted thoroughly and without delay. In order to prevent further environmental damage, efficient and decisive action is required to hold non-compliant industries accountable. Therefore, this process must be driven by clear timelines, transparent outcomes, and measurable enforcement so that the long-standing issues caused by unchecked industrial effluent can be properly addressed.
