Second Contractor Axed at Newcastle’s Monte Vista Sports Facility

The Monte Vista Sports Facility will face further delays as the Newcastle Municipality moves to replace the current service provider. According to the Municipality, this follows ongoing performance concerns that have stalled progress on site.

The latest move comes after missed milestones, limited visible work and unrest among subcontractors, who downed tools earlier this year amid a payment dispute.

As a result, the project, already under pressure, now faces renewed uncertainty.

Speaking to Newcastillian News, Newcastle Municipal Manager Zamani Mcinecka stated the following:

“We have issued a notice of intent to terminate the contractor’s services, because when looking at their milestone claims, work is not being done in the way it is supposed to be done, and we have been sitting with that dilemma.”

On this point, the Municipality maintains that the contractor failed to meet agreed deliverables within the required timeframes and did not adequately report these shortcomings.

Officials further allege that the contractor did not perform in accordance with the terms of its agreement with the Newcastle Municipality.

Meanwhile, subcontractors have described being placed under financial strain. Speaking to Newcastillian News under anonymity, a subcontractor claimed;

“The contractor made use of a few sub contractors, and while the Municipality made the respective payments to the company, the contractor simply did not pay us. I was not paid for two months, while there are other sub-contractors who were owed for much longer. This resulted in us downing tools in February 2026, until we received our payments.”

This disruption has delayed construction timelines and compounded problems on the already troubled project.

Mcinecka confirmed that this is the second contractor the Newcastle Municipality has had to replace since work on the facility began in March 2024, raising fresh concerns about project management and continuity.

“This poses further challenges with establishment costs, with the appointment of new service providers. The Director of Technical Services and I are now working on this problem, even if we have someone appointed to replace the current service provider, without having to pay these extra costs”, explained Mcinecka.

This, while acknowledging that he was not certain how the Municipality would secure the necessary relief to avoid the costs associated with appointing a new service provider.

With the project timeline now slipping even further down the road, Mcinecka indicated that no precise progress assessment is presently available. He did, however, note that a comprehensive evaluation will be required to determine the extent of completed work, as well as to identify outstanding construction requirements before the project can proceed.

When looking back, these latest developments form part of a timeline that has faced repeated delays, scrutiny and administrative challenges.

As reported by Newcastillian News in May 2025, the multi-million rand upgrade—valued at approximately R27.9 million for Phase 1B—was progressing despite setbacks, with construction reaching roughly two-thirds completion at the time.

By December 2025, delays had become more pronounced, with Newcastillian News reporting that the Municipality confirmed the project’s completion date had been pushed back to 13 December 2026.

With a fresh evaluation now required to map out completed work and remaining requirements, the project’s already extended timeline faces further pressure from re-establishment costs that officials acknowledge will form part of forthcoming negotiations.

Ultimately, these persistent challenges underscore the need for tighter oversight and more robust procurement practices if the long-delayed upgrade is to deliver the community asset it was meant to become.

Until then, the facility’s completion, once optimistically projected for late 2026, remains uncertain, leaving local residents still waiting for tangible progress.
