Newcastle Fitness Centre Project Mired in Corruption Allegations as CFO Faces Disciplinary Heat

The Newcastle Municipality Fitness Centre project has once again come under intense scrutiny, as allegations of corruption, mismanagement, and whistle-blower victimisation surface, raising serious questions about how public funds are being managed and how officials are treated for speaking out.

At the centre of this storm is Zinhle Buthelezi, Chief Financial Officer (CFO) for the KwaZulu-Natal Department of Arts, Sports, and Culture.

Suspended in May 2024, Buthelezi has faced a series of disciplinary charges—ranging from leaking confidential documents to ActionSA Provincial Chairperson Zwakele Mncwango in 2023, to insubordination and breaching her suspension conditions. The department has accused her of contacting then-MEC Dr Ntuthuko Mahlaba about her suspension—interpreted as undermining departmental authority—and of removing official documents during her suspension period.

Mncwango, speaking after attending Buthelezi’s disciplinary hearing on Friday, 11 September 2025, claimed that she was being targeted for exposing irregularities related to the Newcastle Fitness Centre.

“Ms Buthelezi finds herself persecuted after exposing corruption relating to the Sports Fitness Centre in Newcastle Municipality. Instead of being protected for her stand against corruption, she has been victimised,” said Mncwango, who has consistently denied that Buthelezi was the source of the leaked documents.

He further revealed that independent audits confirmed the Department had allocated funds to the Newcastle Local Municipality for the development of the fitness centre, yet no meaningful work had been carried out. “The government’s fixation on scapegoating her has been deeply concerning, while the actual corruption remains uninvestigated,” added Mncwango.

Furthermore, the disciplinary hearing was postponed until Monday, 15 September 2025, to allow for closing arguments. However, a major development emerged when Mncwango confirmed that the actual whistle-blower was now willing to testify before the disciplinary panel, clarifying that Buthelezi was not his source.

Her legal representative, Logan Naidu, described the department’s actions as “disturbing,” questioning why an official was being prosecuted for allegedly exposing wrongdoing. “My client is innocent. The department is prosecuting the wrong person, and this amounts to punishing someone merely because a political leader knows who the real whistle-blower is,” Naidu asserted.

KwaZulu-Natal Premier Thamsanqa Ntuli has since confirmed he was unaware of the matter but promised to investigate.

“We cannot allow the victimisation of corruption whistle-blowers. We are on record saying people must report corruption irrespective of who is involved,” said Ntuli, who requested a full report on the case. Current MEC for Arts, Sports, and Culture, Mntomuhle Khawula, also indicated he is awaiting an official briefing, noting the matter stemmed from a previous administration.

Despite attempts by Newcastillian News to obtain comment from the Newcastle Local Municipality, the Communications Unit declined to respond. This has left residents in the dark, particularly as the project has reportedly been under construction since 2022, with no clear signs of completion.

In December 2024, MEC Khawula visited the Monte Vista site—formerly a casino—following a letter from ActionSA, which flagged that millions had been paid for the development without any visible progress. At the time, Khawula expressed satisfaction with what he saw.

However, a recent Newcastillian News site inspection confirmed that while construction is underway, progress remains noticeably slow and far below what would be expected for a project now approaching its third year.

Just over a year ago, Newcastillian News reported that the Newcastle Municipality’s Communications Unit had described the development as “very satisfactory,” noting at the time:

“Phase 1(a) is almost complete, and the contractor is currently addressing the snag list. A new contractor has been appointed to complete Phase 1(b), following the termination of the original contractor due to poor performance.”

Regarding the facility’s timeline, the Communications Unit further explained: “The duration of this project spans over five years, with a projected completion date set for 2027. The successful realisation of this timeline depends on the consistent availability of financial resources from the project’s sponsors to support the implementation of Phases 2 through 5.”
