A senior official at the Alfred Duma Municipality has been placed under investigation following allegations of sexual assault by a former contract employee. The claims, which surfaced on social media, have renewed scrutiny over workplace conduct and accountability within the municipality.
The official, who holds the position of Manager of Administration and Records Management, was served with a notice of intention to suspend on 17 February 2026.

The action, in accordance with the Local Government: Municipal Systems Act 32 of 2000 and the Local Government: Disciplinary Regulations for Senior Managers, 2010, is a procedural measure rather than a finding of guilt. It allows the official to submit written representations before any suspension is enacted, while protecting the integrity of the investigation and the safety of municipal staff.
Furthermore, the Office of the Municipal Manager emphasised the seriousness of the matter.
“The Alfred Duma Local Municipality reiterates its steadfast commitment to women’s empowerment and protection. The Municipality remains committed to promoting inclusive, safe, and courteous work environments where all trainees and employees receive equitable and dignified treatment,” the Office of the Municipal Manager said.
However, the current case is not an isolated incident.
As previously reported by Newcastillian News in February 2023, the municipality was rocked by a “sex-for-jobs” controversy after a 20-minute audio recording circulated on social media.
The recording allegedly captured a councillor engaging in sexual activity with a municipal staff member while promising to renew her employment contract in exchange for sexual favours.
Following a call for accountability, the councillor was suspended from his party and placed on leave pending further action from the IFP’s National Executive Committee. Public demonstrations and community pickets followed.

Although distinct from the current allegations, the 2023 episode exposed weaknesses in reporting and accountability systems. At the time, the Office of the Municipal Manager noted that no formal complaint had been lodged internally, leaving political and legal channels to manage the response.
The current investigation has once again placed the municipality under scrutiny, not only from the public but also from employees and political stakeholders.
