Are municipal officials within Newcastle, KwaZulu-Natal’s borders being deliberately targeted? That question has gained renewed urgency following yet another attack on a public representative.
Economic Freedom Fighters (EFF) PR Councillor A.E. Mkhwanazi was shot at in her home on Monday night, 16 February 2026, highlighting a disturbing rise in violence directed at municipal officials and elected representatives.

Following the incident, Newcastle Municipality’s Communications Unit confirmed that Councillor Mkhwanazi had been fired upon by an unknown number of assailants at her residence, describing the attack as a direct assault on democratic governance and the rule of law.
Addressing the attempted attack, the Communications Unit stated: “Violence against elected representatives is wholly unacceptable and undermines the foundations of public service and constitutional democracy.”
The Unit further confirmed that the matter had been formally reported to law enforcement authorities.
“The Municipality is relying on the South African Police Service and relevant investigative agencies to conduct a thorough investigation and to ensure that those responsible are identified, apprehended, and brought to book without delay,” it said.
Fortunately, Councillor Mkhwanazi survived the ordeal and is currently receiving emotional and psychological support.
Moreover, the Municipality is actively monitoring her wellbeing to ensure she has access to the necessary assistance during this difficult period.
Newcastle Municipality Mayor, Councillor Xolani Dube, expressed deep concern over the incident.
“We condemn this attack in the strongest possible terms. While we are grateful that Councillor Mkhwanazi survived, such acts of violence threaten democratic governance and the safety of those who serve our communities. An attack on one councillor is an attack on democracy itself,” he said.
While investigations continue, the Municipality has urged residents and stakeholders to remain calm and avoid speculation that could compromise the inquiry.
Additionally, anyone with information that may assist law enforcement has been strongly encouraged to cooperate fully.
In conclusion, the Communications Unit reiterated the Municipality’s commitment to public safety and democratic governance:
“Newcastle Municipality reaffirms its commitment to peace, public safety, and the protection of democratic institutions, and stands in solidarity with Councillor A.E. Mkhwanazi, her family, and all public representatives.”
This incident comes just days after another municipal official was targeted. On Saturday, 14 February 2026, Mthokozisi Ndaba, a town planner with the Amajuba District Municipality, was fatally shot outside his home in Arbor Park, underscoring the growing risks faced by local public representatives.
As previously reported, Ndaba had visited a shop with a friend and, upon returning home, was shot while waiting in his vehicle as his friend remained inside the house.

Furthermore, as reported by Newcastillian News on 5 January 2026, Dr Dumisani Thabethe, a Senior Executive Director at Newcastle Municipality, was ambushed in a targeted shooting while travelling from his residence in Kilbarchan to work. He sustained injuries alongside his two bodyguards when four armed suspects opened fire on their vehicle. Although the bodyguards returned fire, all three were wounded and required medical attention.

In the days following the January ambush, a suspected hitman believed to be linked to the attack was killed during a shootout with police in Gauteng after a coordinated intelligence-led operation traced him across provincial boundaries. During a high-speed pursuit, the suspect allegedly exchanged fire with officers before being fatally wounded and crashing his vehicle.

Discussing the recent spate of attacks, ActionSA Councillor Shandy Singh said that three attacks involving municipal staff and a councillor indicate a concerning trend that requires attention.
“While we do not know if these attacks were linked to the officials’ work lives or personal lives, it is rather worrying, as some councillors and municipal employees don’t know if they might be next, and the Newcastle Municipality cannot afford to pay for security for everyone at the taxpayers’ cost. However, we are hoping the South African Police Service locates all the suspects involved,” he said.
Moreover, Democratic Alliance Councillor Bertie Meiring said the Monday night attack left him shocked.
“While we cannot say these attacks are politically motivated at this point in time, if they are, this is not the way matters are resolved. We are hoping law enforcement ensures that the suspects are brought to book before chaos breaks out due to the violence,” said Cllr Meiring.
Reflecting on the recent incidents, the attacks reveal a troubling reality: public service in Newcastle has increasingly become a dangerous endeavour, where those tasked with governance face threats not only to their work but to their lives.
The pattern of violence involving Councillor Mkhwanazi, Mthokozisi Ndaba, and Dr Thabethe suggests that municipal governance is being tested in ways that extend far beyond routine administration, requiring drastic intervention.

How effectively these threats are addressed will influence not only the safety of individual officials but also public confidence in the systems meant to serve the community.
