Amid mounting concerns, an advocate has been appointed as the Acting Municipal Manager of Endumeni Municipality. This follows the resignation of the former municipal manager, who, despite being implicated in fraud and corruption linked to a Newcastle-based company, was controversially promoted within government. Councillor Mohamed Saleem Abdool, the Democratic Alliance Caucus Leader, provided insight into the situation, revealing that Advocate A.A. Khambule has been appointed as Acting Municipal Manager on a month-to-month basis.

“Advocate Khambule has been officially seconded to the municipality by the KwaZulu-Natal Department of Cooperative Governance and Traditional Affairs (CoGTA), and her appointment brings a measure of administrative certainty to a municipality that has suffered from prolonged dysfunction,” stated Cllr Abdool.

In addition, an official panel has been established to oversee the shortlisting and interview process for selecting a permanent Municipal Manager. However, Cllr Abdool emphasised that, despite this important development, significant challenges remain. “While this is an important breakthrough, the challenges facing the people of Endumeni (Dundee) are far from resolved. The municipality continues to suffer from service delivery failures, crumbling infrastructure, and severe financial mismanagement,” he said.

It should be noted, as reported by Newcastillian News, that the former municipal manager’s resignation was precipitated by a scandal involving irregular tender awards linked to a Newcastle-based company, which failed to comply with established procurement protocols.

The contracts were reportedly awarded to companies without the necessary qualifications and, in some instances, bypassed competitive bidding processes altogether. This malpractice triggered widespread condemnation from the community and political observers, who viewed it as a clear manifestation of corruption undermining the municipality’s integrity.

Despite the serious nature of these allegations, the former municipal manager was subsequently promoted to a government position, a move that has provoked public outrage and intensified calls for transparency and accountability in local governance. This controversial promotion has left many questioning the commitment of the provincial government to rooting out corruption and ensuring ethical leadership.

Adding to this, Committee Chairperson Marlaine Nair claimed the municipality needed urgent turnaround strategies, as she described the municipality’s recent disclaimer audit opinion as damning. According to Nair, the municipality recorded R39 million in unauthorised spending, R228 million in debtor arrears, and its Eskom debt was also escalating, all while the municipality’s budget remained unfunded.

Taking this into consideration, Nair emphasised that her committee intended to hold the Endumeni Municipality accountable and would probe all sections of the Section 106 investigation report, as well as reports on consequence management and internal disciplinary proceedings.

The current state of affairs presents a critical moment for Endumeni Municipality, where the actions taken in the coming months will be pivotal in shaping its future trajectory.   2. Typical of dysfunctional municipalities and National government. Thieves are promoted as a reward for malfeasance. It’s absolutely mind boggling .It seems as though COGTA is happy with the situation.
