Newcastle Municipality Overhauls Operations After R41M Overtime Bill

According to the local government entity, the Newcastle Municipality is instituting changes to its operational framework, aiming to enhance service delivery while prioritising cost efficiency.

As per the Newcastle Municipality’s Communications Unit, these reforms will take effect on Tuesday, 1 July 2025, as part of an initiative to bolster service delivery, curb overtime expenditure, ensure legal compliance, and uphold principles of robust governance and fiscal prudence.

Addressing the rationale behind these changes, the Communications Unit stated, “Following adverse findings by the Auditor-General and in line with recommendations from the KZN Department of Cooperative Governance and Traditional Affairs (CoGTA), the Municipality will introduce a six day work week and a shift based system for operational departments, particularly Community Services and Technical Services. These changes aim to ensure that service delivery continues uninterrupted and efficiently without an overreliance on costly overtime.”

The Communications Unit also highlighted that, during the 2023/2024 financial year, the Municipality incurred an unsustainable expenditure exceeding R41 million on overtime payments. “This excessive spending has drawn sharp criticism from National Treasury, the Auditor-General, and CoGTA, prompting urgent corrective measures,” said the Communications Unit.

Moreover, the Municipality emphasised that it undertook an extensive and thorough consultative process prior to implementing these changes. This process encompassed:

  • Bilateral and special meetings involving the Municipal Manager, the Senior Executive Director of Corporate Services, and trade unions,
  • Deliberations within the Local Labour Forum,
  • Departmental and unit-level consultations facilitated by the Human Resources Directorate under the Corporate Services Department, and
  • A process whereby each department submitted signed declarations of employee alignment to the Human Resources Directorate.

As noted by the Communications Unit, these consultations also included discussions on affirming employee declarations and formally introducing the new shift system, effective 1 July 2025.

“The decision to implement these operational changes is not only a response to fiscal constraints but is also rooted in the principles of efficiency, employment retention, and governance improvement. The Municipality believes that aligning working hours to community needs is essential in delivering accelerated, reliable, and responsive service delivery. These operational reforms were formally endorsed by a Council Resolution under the guidance of the Municipality’s leadership,” elaborated the Newcastle Municipality’s Communications Unit further.

Consequently, the Municipality stated that it will redirect funds previously allocated to overtime towards procuring essential tools, equipment, and materials to address critical service delivery challenges, including the deteriorating condition of roads, stormwater systems, water infrastructure, and sewer networks.

“We urge all municipal employees to embrace these changes in the interest of improved performance, community satisfaction, and long-term sustainability. We also call upon our communities to stand with us and report any actions intended to disrupt service delivery, including go-slows, sabotage, or unlawful conduct, to either the Municipality or SAPS,” the Communications Unit added, underscoring that these reforms herald a new chapter in the Municipality’s approach to local governance.

The implementation of these operational reforms represents a critical juncture for Newcastle Municipality. Faced with documented governance failures and unsustainable financial practices, these changes are a necessary response to both internal inefficiencies and external mandates. The shift to a six-day work week and a shift-based system, alongside the redirection of substantial overtime expenditure, directly addresses key criticisms from oversight bodies regarding fiscal prudence and service delivery consistency.

  1. Wonder, how effective it is going to be. Team workers also an problem such as out of the 6 working persons 4 are watching and out of those four three are lying down other one on lookout are while only 2 busy working. Traffic department also on shifts? and why aren’t pool vehicles used which is properly branded inplace of the high vehicle perks been paid for to these traffic officer’s for using their private 4×4 and suv vehicle’s foe this purpose.

  2. More words and no action. How ignorant does the Newcastle Municipality think we are? It’s failing on every front. Absolutely inept and rotten to the core. This town is falling to pieces. Just more empty promises. We go days without water, gamble daily with our lives, dodging potholes whilst driving on unlit filthy streets. They’ve increased all utilities as well as rates but nothing is being done to fix the failing infrastructure. The excess alleged overtime is for the unqualified bafoons they send out to attend to burst pipes and the like. They just scatch their heads and call in an independent contractor.

  3. if i may ask will it be fair to the once to work on weekends but gaining nothing as we all want go work for our families , everyone needs money gor himself n his family. operation wont go smooth because people wont be working for anything, even the once wearing yellow n green they also working for their families

  4. Spreading five days work week to six day work week is a disgrace, it’s All about the Poor management failing to make proper budget of Overtime. Solutions employ more staStaff and cut the Overtime. Stop All hired Vehicles that chow per Vehicle cost R28000 per month. Shift Allowances to be paid to this employees. Working for 6 days ona shift plus 3 days day off will or Nill if they work on Sunday then Overtime must be paid.

  5. Service delivery will remain a nightmare for as long as unskilled, and people with no capacity are employed to serve in positions of responsibility and accountability only to window dress instead of delivering services in line with the public expectations.
