Newcastle’s Water and Colenso’s Power Projects Take Shape

Two transformative infrastructure projects, with a combined investment exceeding R10 billion, are underway in KwaZulu-Natal, South Africa, promising significant economic and social advancements for the communities of Newcastle, Colenso, Estcourt, and Ladysmith.

The Blaauwbosch Bulk Water Project in Newcastle and the Colenso Power Project in the uThukela District represent interventions to address critical regional challenges.

The Blaauwbosch Bulk Water Project in Newcastle tackles persistent water scarcity, where escalating demand has overstretched infrastructure. According to reports, by enhancing water supply reliability for Wards 6, 12, 15, 16, and 18, it will catalyse community expansion and elevate residents’ quality of life. Concurrently, the Colenso Power Project counters economic decline in small towns of the uThukela District, where the coal industry’s downturn has caused unemployment. By creating jobs and adopting clean energy technologies, it aims to diversify the regional economy and foster inclusive prosperity.

In Newcastle, the Municipality is advancing the Blaauwbosch Bulk Water Project to serve the specified wards, with steady progress reported by the Communications Unit. The initiative involves designing and constructing a DN450 continuous welded steel pipeline and refurbishing the existing reservoir to enhance water capacity.

Valued at R23,855,165.30, the project is 70% complete, with advancements in air valve manholes and concrete footings. Commenced on 12 August 2021, it is slated for completion on 30 October 2025

“Upon completion, the Blaauwbosch Bulk Water Project is expected to have a profoundly positive impact on the local community. The project will enhance the water supply infrastructure, providing a reliable and efficient service to residents. This, in turn, will support the area’s growth and development, ultimately improving the quality of life for its residents,” stated the Communications Unit.

Despite challenges, including the termination of the previous contractor for slow progress, the municipality stated that the current contractor is working diligently to meet the deadline. Moreover, Newcastle’s Mayor affirmed, “We are dedicated to ensuring that all residents have access to reliable and sustainable water resources, which will drive economic growth and improve quality of life.”

Furthermore, in Colenso, the R9.78 billion Colenso Power Project, privately funded and backed by the KZN Department of Economic Development, Tourism and Environmental Affairs (Edtea), will generate 10,000 jobs across Alfred Duma and Inkosi Langalibalele Municipalities, with 15% for the Colenso community. 

The hybrid base-load power facility, using clean fuels, hydrogen, and battery storage, aims to reduce reliance on urban centres. CEO Debbie James outlined a Clean Fuels and Chemicals plant producing 700 tons of hydrogen, 1,000 tons of ammonia, and 5,000 tons of fertiliser daily.

“Our goal is to establish South Africa’s first ‘Absolute Zero’ Clean Fuels, Chemicals, and power plant,” said James. Phase 1 includes four 375 MW Solar PV plants, four 75 MW Hydrogen Electrolyser plants, and a 600 MW Hydrogen Gas Turbine Combined Cycle power plant over three years; Phase 2 develops the Clean Fuels and Chemicals plant over five years. Leveraging local and international expertise, it offers roles in construction and for unskilled to skilled labour. Full notice to proceed is scheduled for Q3 2025, with contract awards in July 2025.

Inkosi Langalibalele Mayor Mduduzi Myeza highlighted the project’s potential to uplift rural communities. “This will have a significant impact,” he noted, referencing upcoming engagements. MEC Musa Zondi emphasised its role in reviving towns hit by the coal decline, while Edtea committee chairperson Mafika Mndebele called it a “bold and catalytic intervention,” adding, “The committee views this project as a strategic lever for inclusive economic transformation in the uThukela District, aligning with South Africa’s Just Energy Transition goals through clean fuel technologies and battery storage.”

  1. Colenso promise being goin on for 10 years already even ribbon was cut with Chinese company .still ghost town

  2. 1. This initiative should be the best if in a long run will be able to self sustain itself, without having to rely on government for future financial boost should it fail. 2. Employment process if followed accordingly that every citizens within these surrounding communities to the project are catered for fully without them being deprived for opportunities in ther area. If possible could i get the share of the employment link or platform for job advertisement to these projects.

  4. I think infrastructure of such nature is very much needed, but proprieters of such a project have to be very weary of greed and corruption.
    I would like to see a wide sector of the community being employed, also the people should not be allowed to distate terms and conditions to such contractors.

  7. We the community of Uthukela warmly welcome the initiative to refurbish the long laid off Colenso Eskom. We appeal with the CEO to give preference to the Uthukela youth for job opportunities and also to empower small black businesses to benefit from the project
