It is important to understand what a Red Notice entails. As per Interpol, a Red Notice is not an arrest warrant, but rather a request from a member country or international tribunal to locate and provisionally arrest an individual pending extradition or other legal actions. Interpol clarifies that it is up to individual countries to decide whether or not to act on a Red Notice in line with their own laws.

Furthermore, the vast majority of Red Notices are restricted to law enforcement use. However, in some cases, extracts are made public if the help of the public is needed to locate the individual, or if the person is considered a threat to public safety.
