Parliament Scrutinises Stalled KZN Infrastructure Projects

Delayed and incomplete infrastructure projects across KwaZulu-Natal are set to come under renewed scrutiny, with a parliamentary delegation preparing to physically inspect selected sites and require government departments, municipalities and implementing agencies to account for commitments made during previous oversight programmes.

The move was announced by Parliament on Tuesday, 18 August 2026, as KwaZulu-Natal’s permanent delegates to the National Council of Provinces (NCOP) began the provincial leg of the annual Provincial Week programme.

According to Parliament, the process will focus on undertakings made during the 2024 and 2025 oversight programmes, particularly where infrastructure projects remain delayed or incomplete.

The delegation is expected to inspect Woodlands Primary School, the Umkomaas Water Project, the Kennedy Road Housing Project, as well as the Aquadene and Mega housing developments.

Beyond visiting the sites, Parliament said the delegation would independently assess whether the progress reflected in official reports corresponds with the conditions on the ground.

Departments, municipalities and implementing agencies will be expected to explain why commitments have not been fulfilled and provide credible plans for completing outstanding work.

Leader of the delegation Mzamo Billy said communities could not continue relying on “promises, presentations and repeatedly revised completion dates.”

He added that the delegation wanted evidence of progress, clear explanations for delays, identified responsibility and enforceable completion timeframes.

The inspections come as infrastructure investment remains central to KwaZulu-Natal’s economic and service-delivery plans.

As previously reported by Newcastillian News, the province announced a R127.3 billion infrastructure programme in March 2026, covering projects across eight districts.

These include 15 projects valued at approximately R1 billion in Amajuba District, six projects worth R38 billion in uThukela District, seven valued at R1.6 billion in uMzinyathi and seven worth approximately R1.7 billion in Zululand.

However, the projects identified for the current parliamentary inspections are linked to commitments made during the NCOP’s 2024 and 2025 oversight work.

Parliament’s latest statement did not identify any projects in Amajuba, uThukela, uMzinyathi or Zululand for inspection during this particular programme.

Nevertheless, the oversight process carries wider relevance for the province as significant infrastructure allocations continue to be announced, with their ultimate value dependent on whether projects are completed and placed into operation.

Parliament pointed to the completion of Menzi High School in uMlazi as an example of a previously delayed project that was eventually brought to completion following sustained oversight.

According to the NCOP delegation, the school project had experienced repeated delays and criminal disruption associated with the so-called construction mafia before being completed earlier in 2026.

Billy said the project demonstrated that stalled developments could be recovered through continued oversight, cooperation, accountability and political commitment.

He stressed that Provincial Week was not intended to be “a ceremonial visit or a talk shop”, but a process aimed at unblocking projects and securing practical results for affected communities.

The delegation acknowledged the cooperation of KZN Premier Thamsanqa Ntuli, KZN Legislature Speaker Nontembeko Boyce and Legislature Chief Whip M.B. Gwala.

The physical inspections will now establish whether the progress presented by the responsible institutions can be confirmed at the identified sites.
