Newcastle residents will have the opportunity to voice their opinions on the Electricity Regulation Amendment Bill starting Tuesday, 21 November 2023 at the Newcastle Show Hall.

This comes as Parliament is actively seeking public input on this critical legislation, with the Portfolio Committee on Mineral Resources and Energy of the National Assembly encouraging citizen participation as per section 59 (1) of the Constitution.
The primary objective of the Electricity Regulation Amendment Bill is to amend the Electricity Regulation Act of 2006, signalling a significant shift in the South African electricity landscape. The proposed amendments aim to move away from a monopoly driven market towards a more competitive and open market through key legislative reforms, fostering transformation within the sector.
Key provisions of the Bill include:
- Enabling additional electricity and new generation capacity.
- Establishing the Transmission System Operator SOC Ltd with defined duties, powers, and functions.
- Creating an open market platform to facilitate competitive electricity trading.
- Assigning the duties, powers, and functions of the Transmission System Operator SOC Ltd to the National Transmission Company South Africa SOC Ltd.
In essence, the Bill seeks to overhaul the power sector, establishing a transmissions operator and national system to incorporate privately generated electricity into the national grid.
The Electricity Amendment Bill also delineates the powers and role of the National Energy Regulator of South Africa (NERSA) in licensing electricity generation, transmission, distribution, and import and export, including trade activities requiring NERSA licensing.
Furthermore, the Bill introduces the powers, functions, and duties of the Transmission System Operator Ltd, intended to assume the role played by the National Transmission Company of South Africa SOC Ltd as a facilitator of the competitive market.
Residents are encouraged to participate in the public hearing scheduled for Tuesday, 21 November 2023, at the Newcastle Show Hall, commencing at 10 am.
