Alfred Duma Municipality Probes Alleged Eviction of Elderly Residents from RDP Homes

The Alfred Duma Municipality in Ladysmith, KwaZulu-Natal, has launched an urgent investigation. This follows serious allegations that one of its councillors, together with other municipal officials, were involved in the unlawful eviction of elderly residents from their low-cost homes (RDP houses).

The development follows the circulation of a video across social media platforms.

In the video, claims are made that a Ladysmith councillor abused his position of authority, allegedly acting in concert with municipal officials to remove elderly occupants from subsidised housing.

Compounding the matter further, the claims presented suggest that the alleged conduct was not an isolated incident, but formed part of a pattern said to have unfolded over an extended period.

It is alleged that certain residents were evicted after failing to pay rent, despite having been granted occupational rights to the properties while awaiting the formal allocation of their title deeds. In some cases, those affected had reportedly lived in their homes for close to 19 years before being removed.

As the footage gained traction and public scrutiny intensified, the Alfred Duma Municipality issued a formal response, indicating that it was treating the matter with the seriousness it warranted.

“The municipality became aware of this matter through social media and regards it with the utmost seriousness. Immediate steps are being taken to address the issue in full compliance with the South African Housing Act and without infringing on any individual’s constitutional rights,” stated the Municipality’s Communications Unit.

In expanding on its response, the Municipality confirmed that an urgent investigation would be instituted through the appropriate internal processes and in accordance with all applicable legislation.

It further emphasised the standards to which public representatives and officials are held, with the Communications Unit adding;

“Should any councillor or official be found to have acted unlawfully or unethically, decisive action will be taken. Both councillors and officials are bound by a strict code of conduct, and any breach will not be tolerated. We call upon all citizens who have experienced similar challenges to report them directly to the Office of the Municipal Manager. This will enable the municipality to conduct further investigations and ensure that all related matters are addressed comprehensively.”

Against this backdrop, the Municipality sought to reaffirm its broader obligations, emphasising its commitment to service delivery rooted in accountability, integrity and respect.

In particular, it underscored the need to safeguard senior citizens and other vulnerable members of the community, while making it clear that any attempt to exploit residents would not be permitted.

The Municipality faces the challenge of balancing institutional confidence with demonstrable transparency as the investigation progresses.
