Is the Newcastle Municipality finally set to tackle the pressing need for a new landfill site, given that the current facility has long outlived its operational lifespan? This issue was brought forward yet again, during the recent Integrated Development Plan Mayoral Roadshow, where municipal officials once again offered assurances to frustrated residents.

As reported by Newcastillian News in May 2024, the Newcastle Municipality began scouting for a new landfill site, as the existing one could no longer handle additional waste.
At the time, Councillor Bertie Meiring of the Newcastle Municipality declared that a new site was critical, with the current landfill having exceeded its lifespan by roughly a decade. Prolonging its use would impose an unsustainable financial burden on the already cash-strapped municipality. The Municipality’s Communications Unit also confirmed that a potential site within Utrecht’s borders was under consideration.

Now, nearly a year later, the Municipality claims the process to establish the new landfill is in progress.
The Newcastle Municipality admits that the existing landfill’s limited capacity demands an urgent search for a new site, while pledging to promote recycling and waste minimisation. On land acquisition, the government entity stated that it has tasked the Department of Development Planning and Human Settlements to finalise the process, asserting successful negotiations with the landowner.
The project has entered the Environmental Impact Assessment (EIA) stage to assess the site’s environmental impact, with a projected timeframe earmarked for December 2025.
As the Newcastle community grows increasingly doubtful of the Municipality’s ability to deliver on its repeated promises, AfriForum’s annual landfill audit report, released in July 2024, lays bare the dire state of South Africa’s waste management. The report underscores widespread non-compliance with legislation designed to safeguard the environment and public health.
AfriForum’s audit of 189 landfill sites found that 85.8% failed to meet basic standards for responsible waste management. Newcastle’s landfill site was among the offenders, securing a mere compliance rating of 22%—a drop from its already dismal 30% in 2023.
