Growing concern has surfaced in Utrecht as the Emadlangeni Local Municipality confronts allegations of fraud and maladministration linked to its Motor Licensing Centre.
In response, the municipality has moved to clarify the sequence of events and outline the actions taken following an investigation by the KwaZulu-Natal Department of Transport (DoT), which reportedly uncovered irregular activities within the Motor Licensing Unit earlier this year.
According to Emadlangeni Municipality, the KwaZulu-Natal Department of Transport advised at the beginning of 2025 that “an investigation has revealed that certain acts of fraud and maladministration were taking place in the Motor Licensing Unit at Emadlangeni.”

In light of this, the municipality stated that it had temporarily closed the Motor Licensing Centre for 2 weeks to address identified weaknesses and implement corrective measures to prevent further irregularities.
“As an Implementing Agency, we had to engage DoT as this agency agreement was a revenue source. The Centre was closed for two (2) weeks to attend to identified weaknesses and prevent any further acts of fraud. Most importantly, the closure of the centre would have been a huge inconvenience to our motoring community,” said the Emadlangeni Municipality’s Communications Unit.
This action, though disruptive to motorists, formed part of a broader attempt to strengthen internal systems and ensure compliance with provincial transport regulations.
Following the investigation’s findings, the municipality initiated disciplinary proceedings against several employees. “We further committed to act on the findings of the investigation, and accordingly, three employees were suspended. One employee resigned and, arising out of the ensuing disciplinary process, two employees were dismissed. One employee took this matter to the South African Local Government Bargaining Council, where this matter is currently under consideration,” said the Emadlangeni Municipality’s Communications Unit.
These measures, according to the municipality, were necessary to uphold accountability and maintain institutional integrity. However, with one dismissal now under review by the South African Local Government Bargaining Council, the disciplinary process remains ongoing.
Beyond administrative action, Emadlangeni Municipality has confirmed that the matter is also being escalated through legal channels.
“The Municipality is also currently preparing all the necessary information to open [a] criminal case with the SAPS. We will also be seeking judicial relief as some of our staff have been threatened and their safety put at risk,” said the Emadlangeni Municipality’s Communications Unit.
As speculation surrounding the incident continues to circulate on social media, the municipality has appealed for restraint and adherence to lawful channels. “Our humble plea to aggrieved former employees is to seek legal recourse in whatever lawful means they should so choose. As a sphere of government, we will conduct ourselves within the parameters of all applicable laws. No amount of political posturing will change our commitment to good governance,” said the Emadlangeni Municipality’s Communications Unit.
Additionally, the municipality urged residents to avoid misinformation and allow official processes to unfold without interference.
“We urge that we ALL allow the processes to unfold within the ambit of the law and that we do not allow ourselves to be enticed by misinformation and ill-guided actions. We thank you all for your understanding and support in this matter,” said the Emadlangeni Municipality’s Communications Unit.
The unfolding investigation at the Motor Licensing Centre represents a crucial test of governance and transparency within Emadlangeni Municipality. While the administration has taken visible steps to address alleged misconduct, the true measure of accountability will ultimately depend on the outcomes of the ongoing disciplinary and legal proceedings.
