This comes as the Amajuba District Municipality noted progress being made in addressing these critical challenges through two major infrastructure projects aimed at improving water supply and sanitation services for thousands of residents.

With a combined value of R186 million, the projects include a R178 million emergency water supply initiative for Ramaphosa Settlement and Skombaren, along with the construction of a 2 megalitre reservoir at Hilltop. In addition, an R8 million project is underway to restore the Chelmsford Dam Wall Access Road and reconstruct Sewer Pumpstation DNC7 in Newcastle.

According to the Amajuba District Municipality, the R178 million water project—launched in January 2024—aims to provide emergency water supply to Ramaphosa Settlement and Skombaren, while building the 2 Mℓ Hilltop reservoir in two phases. Focused on Wards 2, 3, and 7 in Dannhauser, the initiative is set to benefit more than 10,000 households by December 2025.

Furthermore, as outlined by the Amajuba District Municipality, the project includes the installation of a 17.9km pipeline from Durnacol to the Hilltop reservoirs, as well as a 200-kilolitre brake pressure tank to ensure effective and consistent water distribution.

A 5 megalitre reservoir at Durnacol further boosts storage capacity, directly addressing persistent water shortages and improving access to clean water for drinking, cooking, and sanitation. According to Newcastillian News, the project has also generated more than 50 local jobs, contributing to employment and supporting regional economic growth.

Given the scale and significance of the initiative, Amajuba District’s Deputy Mayor, Councillor Shaka Sithole, conducted a site visit to assess progress. According to the Municipality’s Communications Unit, construction is now 74% complete, with finalisation targeted for 31 December 2025. The KwaZulu-Natal Provincial Government has confirmed that this project aligns with the Provincial Water Master Plan, launched in September 2021, which prioritises infrastructure upgrades and emergency interventions—such as borehole development—to improve water security across the province.

In parallel, the Amajuba District Municipality also conducted a site inspection of the R8 million Chelmsford Dam Wall Access Road and Sewer Pumpstation DNC7 project.

Initiated on 29 April 2025, this initiative aims to address critical infrastructure shortcomings within Newcastle.

As Chair of the Engineering Services Portfolio, Cllr Sithole led the inspection in Ward 21, reporting that construction had reached 75% completion. He expressed satisfaction with the project’s progress, with completion scheduled for 30 September 2025.

The Chelmsford Dam Wall Access Road project—located within the Chelmsford Nature Reserve (Ntshingwayo Dam)—focuses on rehabilitating a previously neglected route to improve access to the dam wall, campsites, boat ramps, and fishing areas. These improvements are expected to bolster both water infrastructure reliability and tourism potential. Simultaneously, the Sewer Pumpstation DNC7 project in Durnacol is rebuilding a failing sewer system to enhance public health and environmental safety, addressing longstanding sanitation concerns and fostering cleaner, healthier living conditions.

As these infrastructure developments advance, they present a promising opportunity to significantly reduce the region’s water and sanitation issues, offering improved public health outcomes and economic stability for affected communities.

However, the long-term success of these initiatives will depend on consistent oversight, no corruption and adequate funding to preserve and maintain the new infrastructure.

Strengthening collaboration between local municipalities, provincial authorities, and national departments will also be essential in tackling systemic challenges and promoting accountability. These efforts could serve as a benchmark for sustainable infrastructure development across KwaZulu-Natal, contributing meaningfully to regional water security.
